Disclosure and Barring Service

As you know we are facing a challenging period due to loss of funding and therefore potential closure. Due to this uncertainty, whilst managing time frames, we have made the difficult decision to no longer offer our paper DBS facility.

The last date we will be processing DBS’ is 29th March 2019 as we need to ensure they are processed our end, payment has been received and applications sent off to DBS. If you would like to conduct a paper DBS within this time, please get in touch with our Safeguarding & Compliance Lead, Abby Wilkins via email at abby.wilkins@pro-actionherts.org or our Membership Coordinator, Lucy Ockendon on membership@pro-actionherts.org to arrange a time when we can get the DBS done for you.

It appears that paper DBS’ are not common and there is a real push to conduct your DBS checks online. You can contact your local CVS to get DBS support or sign up to an online provider; one we recommend is, Security Watchdog, part of Capita PLC, which is free to sign up. They use a system called ‘ebulk’ which is very easy to use; they have a help desk which is open Monday-Friday 9am-5pm and have a knowledge hub that will support you through the DBS application: https://www.securitywatchdog.org.uk/ebulk-knowledge-hub.

We have contacted Hertfordshire County Council, and they do not currently offer any support in this area.

Pro-Action offers enhanced DBS check facility to their Members who are working face to face with children & young people in Hertfordshire.

DBS’s are an area of Safeguarding Children and Young People. An enhanced DBS will disclose any criminal activity that an individual has taken part in.

DBS Checks are required for any person working regularly with children and young people.

Pro-Action is registered as an umbrella body with the DBS which enables us to process DBS checks for our Members, their staff and volunteers.

DBS checks were previously called CRB checks.  If you would like us to complete your DBS check, please contact the Membership Team at the office or email membership@pro-actionherts.org.  We also offer an online DBS facility, which is a more efficient method of completing these checks, which requires 1 member of your organisation to become a trained evidence checker.  To find out more about this service contact us now.

Identification Documents

The person requiring the check will need to bring along original identification documents to the appointment. We suggest:

  • Passport (valid)
  • Driving Licence (valid)
  • Birth Certificate
  • National Insurance number (on either a p45 or p60)
  • Bank statement or utility bill with your current name and address which is less than 3 months old


  • If you have moved with the last 5 years, previous address details, including postcodes will be required
  • If you have changed your name, you will need to bring details including the date that your name changed i.e. a marriage or deed poll certificates

Charges for Enhanced DBS checks for Members:

Paid Staff: DBS fee @ £44 + £10 admin charge = £54

Volunteers and unpaid staff within voluntary organisations: DBS fee @ £0 + £10 admin charge = £10

Please also note that, if DBS is not completed on first visit due to individual's not bringing correct information then they need to attend the Pro-Action Office or pay the mileage for a staff member to revisit at 45p per mile, starting and ending point the PA Office.
